An Express Entry draw was held on August 4, 2021, in Canada. It was held to invite 512 candidates who have already got provincial nominations through a previous PNP draw.

IRCC set the minimum CRS score required at 760. The high minimum score was a result of 600 extra points that the provincially nominated candidates received along with their nomination.

For this round of invitations, IRCC implemented a cut-off time to apply the tie-break rule. The tie-break rule is applied as an administrative requirement no matter whether it’s actually needed or not. The timestamp applied was March 5, 2021, at 22:38:31 UTC. Candidates with the minimum score were invited only in case they submitted their Express Entry profile before the date and time specified in the timestamp.

The reason for PNP-only draws

From the beginning of 2021, IRCC has been sticking to conducting Express Entry draws specific to PNP and CEC. By adopting this practice, IRCC resorted to admitting candidates who are already present in Canada.

However, not all PNP candidates are currently residing in Canada. But the case is different with CEC candidates. Much more numbers of CEC candidates are already in Canada and hence CEC-specific draws ensures that chosen candidates will be available to move to Canada sooner.

Canada immigration is set up as a shared jurisdiction. When immigrants are selected based on the labor market needs of local regions of Canada, they tend to succeed more surely. Considering the contribution of PNP and CEC candidates to regional labor markets, the outcomes have been observed to be much better than candidates who have no experience of being in Canada prior to becoming permanent residents.
